Along with the three most influential kingdoms of Wu, Wei, and Shu, Dynasty Warriors 4: Empires includes smaller kingdoms not seen in any previous Dynasty Warriors titles. The game also combines the multiplayer action of Dynasty Warriors 4's VS and Challenge Modes into one furious VS Mode. In the revamped mode, players can send attacking soldiers to the opposing player's screen by knocking-out enemies with a Musou attack.
Redesigned based on user requests, the advanced Character Edit mode triples the number of character models and voices players can use to create their own warrior, plus player-created warriors can use any weapon in the game. There are also new playable warriors and more officer abilities--from powerful new Charge attacks to taunting "Challenges."

Basically, you fight out the map in any action you are involved in, choosing your generals and underlings and fighting it out. Rather than the gates of earlier games, the map is now split into areas, you can only claim an area if you clear out the enemy, and you can only claim an area if it is next to one you have already claimed (stops you running up the map and closing off gates, effectively stemming the tide). Objectives vary although are normally take the enemy base camp or kill enemy leader. The experience is worked out differently too with each character having goals or objectives.
The edit character mode has been expanded offering a few more options, like weapons, voice, special ability, etc. (You can give a character Lu Bu's weapon!) These can play in all modes although if you play historic, they have to pick one of the unclaimed areas.
I've given 5 stars as I really like this version, but I recognise that some people might be fed up with the constant re-releases. If you were fed up of the small differences between DW4 and DW4:XL (or even earlier), then I doubt this will add to your enthusiasm. The combinations on the empire game probably adds lots of replayability, but it is more of the same.
My only complaint is the horse, in Samurai Warriors, the horse leaping in was a great entry and good attack. The non-jumping one in this seems like retrograde step and I missed it.
Very realistic in running an empire, very enjoyable but it could with having more levels and more personal objectives from each induvidual character
