Decent quality plastic, and suitable for different ranges of portafilter size. Ok, you could spend over a hundred quid on a posh barista's tamper, but this does the job perfectly well enough. I would certainly recommend buying this first, before deciding whether you need anything that looks more professional.
This is not the prettiest kitchen accessory on the market but compared with other, extortionately priced, tampers on the market it is good value. Where Barrista supplies get a p & p price of £2.99 from though beats me.

It's not as glamorous as some, no shiny chrome etc. but we weren't sure which size would fit and reading some reviews for other products saw that some people had had this issue so we thought we'd hedge our bets. As it is, the smaller size fits our Illy Francis Francis machine and it does the job of tamping (if that's the right word) extremely well so we're pleased and would recommend.
