Len Coley and Roddy Harris formed DELEGATION in Birmingham, during the mid 70 s; later adding Jamaican born Ricky Bailey whose voice was to give them added flair on lead, helping them to compete in the competitive UK Soul Market. The Group worked with one of the UK s most prolific hit makers of the 70 s and 80 s, Ken Gold, responsible for masterminding The Real Thing as well as writing and producing for artists such as The Nolans, Liquid Gold and Billy Ocean who secured a deal with State Records after which the group released a few UK singles with moderate success. However, when Oh Honey hit the US charts in 1979 it scored an incredibly impressive top 50 US Pop chart position and smoothly grooved all the way to #6 in the US R&B charts helping the album enter the top 100 on the Billboard Hot 200 and came to rest easily at #8 on the US R&B album chart. DELEGATION later moved to Ariola Records while changing their line-up with Len Coley being replaced with Bruce Dunbar, a Broadway Musical singer who starred in the musical "Hair" before joining the band, bringing with him his captivating falsetto, so well suited to DELEGATION s smooth funky sound. Once they had drafted in the arranging talents of keyboard virtuoso, Lynton Naismith, DELEGATION went to work on 'Eau De Vie' which would go on to become their highest selling album achieving a Gold Record status in 1980. 1981 would see the release of DELEGATION II, which created such hits as the single I WANTCHA BACK, a low tempo, funky bass line driven Disco single. IN THE NIGHT stepped up the heat, again driven by the incredible talents of Jon Plotel on bass and the Lynton Naiff arranged string section. SINGING closed out the single releases, a big production number with some great performances by Jon Plotel, Lynton Naiff, Robert J. Ahwai on guitar and Kofi Aivor on percussion and of course the incredible horn section that feature throughout the album. While this album carries a pretty hefty price tag, for lovers of 80's soul and disco music, Delegation 2 is a fantastic album. Why this impressive set did nothing when originally released in 1981 is a real mystery and if you are a lover of the Chic sound, believe me you need this album!

Delegation first hit the charts in the U.K in 1977 with 'Where Is The Love'. Essentially, they were a vessel for the songwriting team of Ken Gold and Mickey Denne (who are better known for writing The Real Thing's biggest hits) and the majority of the songs here are written by that duo. Delegation always were Gold and Dennes more dance floor than pop charts and there is no doubt that the producers plan with the group was to try and both emulate and cash in on the popular Chic sound of the time. Here (and also on their earlier 'Eau De Vie' set) most of the uptempo songs sound very much like Chic. Opener 'Feels So Good(Loving You So Bad)', single 'In The Night' and 'I Wantcha Back' make particular use of Chic's heavy bass burbling and jangly guitar strumming sound.

While this album is not high on originality therefore, it is a very consistent and enjoyable set in it's own right. The biggest surprise of all being '12th House' a track written by Tony Mansfield of 80's synth band 'New Musik' and used by them as a b side in 1982. Whether Mansfield wrote the song for Delegation is unclear but whatever, the track adds a different twist to proceedings here and shows how versatile Delegation could be given the chance.

If you are a fan of the bands biggest U.S hit 'Oh Honey' (from their 1977 album 'The Promise Of Love') you will be delighted with the other single from this album, 'In Love's Time'.

I have to say I love this album, although not as great as "Eau de vie". There's only one small thing. The sound quality isn't so great, it sounds a bit muffled and compressed, the same as on the release from Finesse records a few years ago. But maybe it always sounded like that? Can't remember. I recommend it highly though...

Delegation's "Delegation2", released in 1980, was actually the group's Third studio album. Picking up where 1979's "Eau De Vie" left off, this outing offers a grittier and funkier sound and some sophisticated mid tempo grooves. Group founder and lead singer Rick Bailey is once again in top vocal form and his voice works its magic on every song. "Feels So Good (Loving You So Bad)", "Dance, Prance, Boogie", "Singing", "In The Night" and "Gonna Keep My Eyes On You" are all funky more urban sounding R&B tracks, any of which would have found a home either on the dance floor or on R&B radio in 1980. "I Wantcha Back" and "12th House" are two classy mid tempo midnight grooves that sound as good today with a nice bottle of wine and some candles as they did 33 years ago. "In Love's Time" is a gorgeous R&B ballad that almost echoes Earth, Wind & Fire's eternal "That's The Way Of The World" and sounds perfect on the quiet storm format. The album's other slow groove, "Free To Be Me" is another gem that highlights lead singer Rick Bailey's vocal mastery and superb song writing and lyrical skills.

1980 was a tough year in the music industry for R&B groups and Delegation was another victim of the Disco and R&B back lash that swept through the US. "Delegation2" did not produce any major R&B or pop hits and the album suffered a lack of promotion. Very unfortunate since this is first rate material that just simply never had a chance to be heard.

Big Thanks to Big Break Records for re-mastering this long out of gem, which was a much sought after item for crate diggers and collectors. As is always the case with a BBR re-master, the sound is great, the liner notes are informative and include a must have interview with Rick Bailey. There are also 3 bonus tracks here, which include "Singing" in its rare extended 12" Dance Version, previously only available on a very limited and impossible to find vinyl release. "12th House" and "Singing" are also presented here in their single versions. A great find for any R&B collector.
