I would have to say yes (but read the major downside below).
This printer is light and compact and when not in use the paper tray folds neatly away (see pictures).
The power supply is external, so you get a little black box sitting on the floor by the plug.
As is common with printers these days Mine came with no USB connection cable to go between the printer and your PC so if you haven't got one remember to order one as well.
This printer is a two cartridge type i.e. one large? black cartridge and one colour cartridge the disadvantage with this is that if you run out of red you have to replace the entire colour cartridge.
The instructions say that if you run out of black the colour cartridge will make a black colour, I don't know how good this is as my ink hasn't run out yet, and as the colour cart cost a lot more than the black you probably wouldn't want to run your printer like this for too long.
My printer came with a sample colour and sample black cartridge which has enough ink to do a number of high quality colour pictures, this is dependent on size.
In operation the printer is very quite especially in high quality mode.
There is an option for doing borderless printing you have to be a bit careful with this as it does seem to crop the picture slightly.
Quality of prints is very good for the price of the printer although A4 prints suffer from a slight drop in quality in standard mode the high quality print sized pictures are IMO as good anything from Boots or Jesops I was very please when using my Kodak photo paper.

A few slight downsides
The width adjuster on the paper tray is a little flimsy so you need to be careful when using it and make sure you push the paper all the way into the printer otherwise when the printer grabs the paper, which it does with some force, it will damage the papers leading edge. As mentioned above you need to buy a USB cable if you don't already have one.

Now the major downside
I don't know how long the ink cartridges last as I've yet to run out but black (No.21) costs around £7 and colour (No.22) around £17 considering the printer is £20 you can see where HP are planning the make thier money.

To sum up if you want a cheap to buy printer for semi occasional use to produce high quality prints this is a good buy. If however you are a mid to heavy user I think the cost of the replacement cartridges will far outweigh the low cost of the printer (and I thought petrol was getting expensive!)
I've given it 4* because it does the job I bought it for as I have said above if you think you will use it a lot then it is probably a 2-3* because of the cost of the ink.

I only needed this printer for small word documents to be printed so i wasn't too bothered about the quality or speed of this printer. however just to test it out when i received it first i tried out its Internet Explorer plug-in, which allows you to drag around any part of a web page and print ONLY that selection. i tried this with a colour page and it produced quickly a high quality print off. This was a pleasant surprise to me, as a printer for this money should be rubbish.

it comes with introductory cartridges, not sure how long they will last, but the replacement hp 21(black) and 22(colour) cartridges cost together just over £16. or even less when really bargain hunting.

its best feature to me is its size. its almost smaller thatn your average bread bin, even with the paper flap open.

the only downside to me is its paper alignment flap. it has a small bit of plastic to push the paper to the right, yet when you do this the paper gets scrunched up on that side. ive found that it infact needs to be pushed up against the moveable part to the left instead to get the paper in straight when printing. a small flaw i know, but there aren't any others of which to mention.

i'd definitely recommend this to anyone on a budget, but still wants quality.

Got this little baby several days ago and it is a fantastic machine for its price.

At the £20 most retailers are requesting, HP provides an incredibly lightweight but pretty strong/solid machine with a small power-supply (about 4 matchboxes 2x2 high). The plug's cable is fairly decent, a good meter or two in length. Essentially HP packages all you need: (bar a USB cable that can be purchased separately for a few £) well diagrammed instructions, driver CD and an "introductory" set of cartridges.

Cartridges can be replaced for not too much with various retailers and PC stores doing their own branded sets for less than the already fairly standard pricing for Official ink. For photographers and those dealing with a lot of colour, it perhaps may not be so worth investing in as individual colours can't be replaced with the D1460, but for casual users and those dealing with a lot of black/white document, it's definitely worth every penny.

Printing quality itself is exceptional, and surprisingly fast. As an example I printed an A4 text-only document and it flew by at 6 pages in less than 30 seconds. The mechanisms are fairly quiet, though starting and aligning the printer head for each print can be a little noisy at times.

Compared to the more expensive printers I've used, including a laser (now broken) and other small ink jet printers from other brands, I can definitely vouch for the D1460 as an option to consider over other similar priced machines for standard text and image documents.

Don't forget your USB cable!
