This is the 2nd volume in Richard Dolan's series, "UFOs and the National Security State," which covers all aspects of the UFO phenomenon from the 1940s to the present day. Volume 2, "The Cover-Up Exposed, 1973-1991," analyzes the UFO sightings, politics, and research that occurred during the last two decades of the cold war.

Working from archival sources, professional journals, and his own investigations, Dolan describes UFO encounters worldwide, demonstrating that the phenomenon is global, and the result of advanced technology.

Many cases involved sensitive military airspace. These include intrusions over American and Canadian air bases; attempts to intercept a UFO over Tehran; the landing of an unknown object near two airbases in Britain; large boomerang-shaped craft near New York City; unexplained triangular craft seen throughout the U.S. and Europe; strange objects in Earth orbit seen by Soviet and American astronauts; and encounters with UFOs from around the world.

Dolan also studies "UFO politics," describes the black-budget connection, and provides a geopolitical analysis to explain the whys and hows of UFO secrecy.

Finally, he provides a history of UFO research itself. He recreates the discussions and debates concerning alien abductions, animal mutilations, intelligence community infiltration into UFO research, the controversial MJ-12 documents, the Gulf Breeze controversy, reverse engineering of alien technology, crop circles, and more. When the author spoke to me in Washington DC in April 2009 about this, the then-unpublished middle-volume of his planned three-volume history of the UFO phenomenon and its management by the "National Security State", he was pleased with the result. This second book, he felt, was a more coherent narrative than the first in presenting a clearly argued and compelling case for the existence of the worldwide cover-up and also in exploring the real nature of the "black world", what might be going on behind the scenes with deconstructing ET-derived technology and where it might all be leading. His tentative conclusions for the consequences of secrecy and for the future are as radical as they are intriguing.

Readers may be aware that Dolan originally planned to write a two-volume history of "UFOs and the National Security State." The first volume covered the years 1947-73 and has become a minor classic. However, he soon discovered that the quantity of pertinent material and documentation from 1973 onwards was too great to accommodate into a single book, so has divided the narrative into two further volumes. This is to be the middle one of the series, covering 1973-91 and concluding with the geo-political changes following the end of the Cold War with the dissolution of the USSR in 1989-91 and its impact on how the ET-UFO issue was subsequently managed.

The book follows a broadly chronological narrative from 1973 to 1991 and is on one level an excellent summary of the open history of the UFO phenomenon in this period. Dolan takes a global perspective and explores major encounters and the interactions of UFOs with the air forces and military of different nations, particularly the Soviet Union, and how effectively these events were media-managed.

Following on from the sensational volume I, volume it II is as good as. if not better than the first, once again, i can not recommend it highly enough.

I look forward to a planned third volume and Dolan's upcoming "After Disclosure"

Another excellent book by someone who has very quickly become a master in the field

This scholarly and very readable 637-page book is the second of a three-part series by Richard Dolan. It deals with the years 1973-91. The first volume covered the years 1941-73. The third volume is still in the pipeline. The author gives a detailed history of the UFO phenomenon, interweaving it with fascinating commentary on concurrent historical and political events. There's a particular focus on what Dolan believes to be a major and long-running cover-up by the US government and its agencies regarding UFO matters.


The book cites a mass of case material from around the world. Given the encyclopaedic nature of his endeavour, the author has drawn on numerous sources. No doubt some of them are more reliable than others. Correctly, in my view, Dolan regards the UFO phenomenon as being very real, and one that often has a physical aspect (i.e. it's certainly not just a matter of misperception, misreporting, hoaxing, or imagination).

Dolan appears to believe that many UFOs are exotic craft, operated or controlled by aliens. Arguably, though, some of the cases mentioned in the book don't fit well with that interpretation. Take, for example, an incident that reportedly occurred in the Canary Islands on the night of 22nd June 1976 (pp. 121-4). There were various witnesses, including a Dr Francisco Julio Padron and his driver, Francisco Estevez. Padron and Estevez were heading to Galdar, on the north-west coast of Grand Canary Island, when they saw a large spherical object hovering just above the ground, some 60 yards off the road. Estevez brought the car to a sharp halt. According to Padron, the object was perfectly round and about the size of a three-storey building.
