This is currently the only book available dealing with the recent events in the European Union, namely the Convention on the Future of Europe which has just published the draft for Europe's first constitution. 'The Convention on the Future of Europe: Working towards an EU Constitution' brings together four authors each approaching the processes and debates inside and outside the EU's constitutional Convention from a different angle.
The introduction gives the reader a great overview of the structure and general workings of the Convention. It ensures that the readers unfamiliar with the events surrounding the Convention on the Future of Europe in the past 18 months are brought up-to-date and will be able to easily digest the following four main chapters.
Paul Magnette, professor at the Free University of Brussels, talks in his chapter about the legitimacy issues and comes to the conclusion that the Convention has helped to increase legitimacy in European treaty reforms.
Jo Shaw, a European law professor at the University of Manchester, approaches the Convention from a lawyer's point of view, analysing the Convention with regards to process and substance in European constitution-building.
Lars Hoffmann, a research officer at the Federal Trust, argues that Convention-model has proved to be very successful and hence leads the way to a new method of treaty reform in the European Union.
Anna Vergés Bausili, also a research officer at the Federal Trust, looks at substantive issues within the Convention. She examines the issues of subsidiarity and the role of national parliaments within the EU's new constitutional order.
Finally, Andrew Duff, MEP and member of the Convention on the Future of Europe, provides a short but interesting afterword giving some useful insights into the workings of the Convention.
This book proves equally useful for academics as well as the general public interested in current European affairs - a must read!
