This complex 1996 drama directed by Harold Becker (Sea of Love) attempts to explore big-city corruption and the flexibility of what's right and wrong in the political arena. John Cusack plays the senior aide to mayor John Pappas (Al Pacino), a popular and seasoned politician whose administration is threatened when what seems to be an accidental shooting of a child reveals a nest of corruption and lifelong personal debts. This tests Cusack's loyalty to the man he thought he knew. Pacino turns in a finely textured performance as a man who has his own lofty ideals, but whose pragmatism sets in motion a series of events with tragic results. Cusack admirably captures the essence of someone polished and savvy at his job but must cope with fundamental disillusionment. This political thriller suffers at times from a lack of focus, but still offers an insightful and poignant treatise on the quagmire of politics in the modern age and the human toll it sometimes exacts. --Robert Lane

Product Description

Three people die in a Brooklyn shoot-out: a cop, a drug dealer with Mafia connections, and an innocent six-year-old boy. Deputy Mayor Kevin Calhoun (John Cusack) decides that he has to investigate and soon uncovers a trail of corruption. With the evidence at hand he has to convince his boss, Mayor Pappas (Al Pacino), to investigate further, but Pappas would rather avoid any scandals in the run up to the election for District Attorney, a post for which he is standing.

Although this film was not all that I expected it to be I found it to be an extremely interesting story, which kept me hooked right until the end. I had previously been a massive Pacino fan and he does not disappoint, but I had only seen one of John Cusacks films (Grosse Point Blank) and I found his performance to be overwhelming in this, very believable and a character you couldn't help but like.
A MUST see for any Cusack or Pacino fans.

I just love Al Pacino so try get all his movies. Not one of his best movies but if you love Al Pacino anything of his is good. Al Pacino re-teams with Sea of Love director Harold Becker, as New York Mayor John Pappas, in the City Hall. A thriller taht's the first film ever shot inside the lover Manhattan structure which is ground zero for the city's government. There is Murder, corruption, cover up and scandal in this movie. I did enjoy it and the actors are really good. If you love Al Pachino you would love the movie.

Re-watching this in 2011, City Hall is still a decent film, but not a great one. Pacino looks slightly weak but delivers a powerful lead role, alongside an excellent young John Cusack who pair up and save this political drama. The cast is excellent, the plot enjoyable and the captured look pretty real and strong, but it lacks any depth or action.

A classic 90's style U.S drama movie with entertaining performances amidst an unsurprising plot, created by 3 great writers of the time.

Mr Pacino can be a little erratic in his performances but this is a good solid performance from a very accomplished actor. John Cussack also holds his end up well as does Danny Aiello ( a much underrated actor in my opinion)

This is not a clear cut film about good and bad. It is about how these lines are easily blurred over time.

A very good film that I would strongly recommend.
