This is the new (2011) edition of the Church of England's Church Representation Rules and replaces the previous (2006) edition. Staff at Diocesan level and many members of the clergy will undoubtedly have 'the Rules' as a standard item in their offices. Unfortunately, however, it seems that many lay members of Parochial Church Councils do not even have access to a copy, let alone have their own copy.
Nevertheless it is absolutely essential reading for all PCC members and others having any responsibilty for the proper organisation of a church's activities and legal responsibilities.
In my opinion every person elected to a PCC should be supplied with a copy, otherwise how can they be expected to exercise proper oversight of the parish's work in accordance with their legal obligations?
Church House Publications is to be commended for having the book produced entirely in England but at full price some people may be deterred. But from Amazon, the price is reasonable, and imaginative PCCs could easily arrange a Gift Aid project for bulk purchase.
Frankly, however, General Synod should arrange for the whole document to be put on-line as a free download so that anyone could read it. As a result sales of the printed version would almost certainly increase, for the shear convenience of being able to carry around this slim volume.
