About the Author

Brigadier (retd) Bill Kincaid was until 2010 editor of RUSI Defence Systems, a specialist periodical that examines acquisitions and procurement in the defence industries. Bill Kincaid joined RUSI after a distinguished career in the British Army and nearly two decades in the Ministry of Defence, latterly as Director of Operational Requirements (Land) where he was responsible for all land systems equipment and research programmes. As managing director of TheSAURAS Ltd from 1995, Bill was closely involved with both the Ministry of Defence and Industry. He was formerly Commissioning Editor of Artillery and has written several books on defence and procurement.
