This is Book 3 of the Looking Glass Trilogy, but it clearly also starts a new series, set on Rainshadow Island in the Amber Sea, on the planet of Harmony (where a little psi-talent is required just to turn on the lights).
Charlotte Enright is a rainbow-reader talent, who sold up her antiques shop in Frequency City to move back to the island. There, she's taken over Looking Glass Antiques, which she inherited from her aunt Beatrix. She's proof that even Arcanematch can't always find you the right special someone.
Slade Attridge is an FBPI (Federal Bureau of Psi Investigations) hunter, who was raised in the foster care system because his mother died when she was twelve, and his father when he was two. He's recently returned to the island to take on the role of police chief for Shadow Bay - at least for now.
Rex is a dust bunny who has a liking for Thelma Duncan's zucchini bread and very expensive taste (which would be a concern for Slade, except for his "Rex is not my dust bunny. We're buddies, that's all" attitude).
Devlin Reed is thirteen, living with his grandmother (Myrna), and is a potential psi-talent.
There's an area of the island surrounded by a psi-fence, called 'The Preserve', which is controlled by the Rainshadow Preservation Foundation (and the Sebastians) which has caused deaths in the past, and could easily do so again.
Together, they make for a rollickingly good adventure! There is murder and intrigue, and some really weird puppet-type dolls. There are wonderful descriptions of psi-infused antique pieces, and brilliantly depicted small-town characters like Fletcher Kane (mayor) and Jasper Gilbert (artist).
Marlowe Jones and Adam Winters feature in a lovely cameo, planning a wedding fit for Frequency's Guild boss (even though they'd rather elope).
I always enjoy Castle (aka Krentz aka Quick)'s stuff set on Harmony, and this book is no exception. If you've enjoyed her stuff before, it's a lovely Saturday afternoon read, and a good way to escape your mundane (in the non-psi sense) life. If you haven't, there's nothing to stop you starting here, but be warned, you're likely want to go back to the early Harmony stuff immediately after you've finished! Enjoy!
