I think that Chen's monograph is an important contribution to destabilizing cold war knowledge formations that have delimited the possibility of a thorough-going and highly visible "Asian Studies in Asia" - his methodological intervention. If you are interested in exploring the connections between area studies and cultural studies (Birmingham school) then I highly recommend this book. Although some of his claims tend toward the declarative I think that his book should be generously read as clearing the ground for a new field of area studies in Asia where scholars take other Asian contexts as their cultural, political, and historical referents rather than endlessly citing the West (one of his critiques of postcolonial studies, particularly South Asian subalternists). I highly recommend it!
