Mumbai Crime branch was at its lowest ebb. Sr. Insp. Vikram Singh (Shatrughan Sinha), a few years from retirement, encouraged the others to leave things alone. This all changed when a young IPS officer, DCP Hari Om Patnik (Akshay Kumar) was transferred from Poona. Right from day one, the officers found themselves at loggerheads with their new boss who was determined to change things.

The Crime Branch of the police force, morale absolutely low. Three vigilante cops, Senior Inspector Vikram Singh (Shatrughan Sinha), a few years away from retirement. Sub Inspector Appa Kadam Naik (Suniel Shetty) dispensing instant justice, no bail hearings, adjournments, etc. Eliminate them. Constable Khalid Ansari (Paresh Rawal) was loved for his cryptic jokes. Everyone liked to have him around. They could not beat the system. They dealt with it as they could. Manik Rao, the Home Minister, Yusaf Pathan the underworld don and Gautam Walia, a business magnate had the city pretty well sewn up. Things were normal till the arrival of DCP Hari Om Patnaik (Akshay Kumar). An attempted murder threat, ended up in a murder and the case was handed to the Crime Branch. That was all that DCP Patnaik needed. Despite their differences, Vikram Singh, Appa Naik and DCP Patnaik combine into a highly explosive force that will tear everything apart. Things would never be normal again.
